Should I reboot my computer?

Unfortunately, my computer is acting very crazy. It have multiple viruses, the taskbar is missing, it's very slow, and now the internet doesn't work anymore. I can't even access the start button, Control Panel, or anything. I can only go to Task Manager by pressing Ctrl+Shift+Esc. I don't have anything to protect internet security or viruses, and I don't have the money to buy it, so I'm out of luck. So should I reboot my computer? If you think it's not the best thing to do, what can I do?
