Question about y roses?

I have small indoor rosebushes. I do not know why but they keep getting a soft whitish color on the leaves and then not shiny and it seems to be killing them,. i wrote the company and they sent me a new one and it is now doing the same thing the other one did. Also the other one i ordered got spider webs on it and died. What is the cheapest ting to help my roses?
