ROTC or a Military School (Naval Academy, West Point, etc.,)?

Are your chances of being deployed better or worse (worse being that you leave the U.S.) if you are in ROTC or in one of the armed forces' military schools (Naval Academy, West Point, etc.)? I'd like my honor roll, Eagle Scout son to have some military training but prefer he use it in the U.S., like in Homeland Security or something like that....Thank you.
