My winshield wipers won't work?

I have a 1998 mercury grand marquis its a fine car untilllllll......... I was pulled over cuzz my right signal wasn't workn which was blinking in the front however not in the back then I noticed the wiper blades didn't work either... :) ugghhhh anywho I chekk the fuses and changed em all just to be on safe side I also changed my light bulbs to see if that was the issue for my back right light no change can anyone give me advice on what to do or get besides buying an owners manual and if I gotta go that route where the best place to find the cheapest book to buy thxs guys!!!!!! Or gals
